P & E Associates works with national and local partners to find “opt-in” participants who are notified of clinical trials. P&E Associates and our clinical trials educational partners, the National Physician and Family Referral (NPFR) Project, Center for Information and Study on Clinical Research Participation (CISCRP), and National Black Leadership Initiative on Cancer II (NBLIC), conducts on-site, web-based and telephone field research to locate and notify African Americans of trials in their selected cities and disease area. In 2010 P&E Associates will be initiating a new web site:
http: www.blacksinclinicaltrials.com , the first African American targeted web site to recruit African Americans into clinical trials, and where the opt-in participants can go directly to site and complete a profile that will allow them to access clinical trials of interest.

SUCCESS BY DESIGN
African Americans are at the highest risk for many critical diseases such as diabetes, hypertension, asthma, HIV, prostate, breast and lung cancers and more. However, because of racial disparities both in the health care system and in clinical trials, African Americans do not always receive the education or information needed to become informed patient or drug discovery participants. Yet many new and developing drugs can save and/or extend the lives of many, with appropriate outreach to help them understand the importance of continuing health education and participation in clinical studies. Lack of education, hesitation because health care system abuses, such as Tuskegee and others, prevent their outreaching for this knowledge.
P&E Associates is the only U.S. specialty African American and minority patient recruitment company that outreaches at “ground-zero” to minorities, with over 103 African American partner organizations nationwide, to locate minority patients and physicians for clients based upon specific disease therapies and in site cities.

CONSULTANT SERVICES
Protocol Feasibility and Recruitment Analysis: Work with their Site Investigators, for periodic reviews protocol against patient population and Minority recruitment feasibility.
Site Investigator and Recruitment Support: Coordinate with Site Investigators to maximize their recruitment for both minority and open enrollment.
Formative Research: Demographic and psychographic surveys profiling minority audiences.
Media Relations, Outreach Develops program access, utilizing local media celebrities in our campaigns to educate, Design print, audiovisual and electronic materials for print, radio and Internet outreach.
Advertising: Negotiates and places hundreds of thousands of paid advertising on behalf of its clients; often with significant discounts.
